Reference "relief stores purchased from grants-in-aid" referred to as category B in your telegram.
3. Of these grants £2,500,000 (sterling) was advanced during occupation of the Colony and before the return of Civil Government to meet deficit of revenue after using transfer of nearly £2,000,000 (sterling) from Exchange Fund Account. The remaining
advance of £750,000 was similarly used towards meeting payments arising out of the war. On investigation, it does not appear that it can be said that any of the free grant was used for purchase of relief stores which were re-sold, and this aspect appears to be covered by account for B.M.A. stocks and "hangover" stores.
